This Porsche Carrera 4S had been resprayed at some point, and the respray was not a particularly good one. The roof had orange peel -- the bumpy texture you get when paint dries too quickly or is applied too thickly, leaving the surface looking like its namesake. Standard polishing does not fix orange peel; it has to be wet-sanded first.
Wet sanding uses a very fine abrasive on a flat backing to level the surface before polishing brings back the gloss. It is also sometimes called flat and polish. Once the roof was flat and the whole car polished, Matrix Black 8-year ceramic coating went on.
